Conformance Features for Certification Levels

In the 1EdTech QTI v3 Conformance and Certification documentation - section 3.1.1 - http://www.imsglobal.org/spec/qti/v3p0/conf#h.u9gbv2gjb2dm , the level 1 and level 2 features are reversed from those found in the github checklist - https://github.com/IMSGlobal/qti-conformance/blob/master/qti3.0/QTI%203%20Certification%20Checklist.xlsx

Can you confirm which is the correct list for each level ?
