Key-Value Custom Properties With Resource Link Launch

Section 5.4.6 of the Learning Tools Interoperability Core Specification

Shows that there is a custom claim that acts like a key-value map of defined custom properties that a platform may associate with the resource link that initiated the launch.

I need to send key-value pairs that are specfic to a given user when they click the resource link. Is this claim intended for this use? Or is it more intended to be associated with the resource itself?
