LTI v1.1 Certification

Is the Basic Outcomes Service required for LTI v1.1 for Tool Providers? It seems recommended for Tool Consumers to offer the service, but it doesn't seem prescriptive for Tool Producers either. While our platform does produce grades, we've decided that the Outcomes Service and Results Service does not quite fit our needs. Instead we've decided to use OneRoster to transfer grade information. However, it seems this service is required by the test suite.

The essential difference between LTI 1.0 and LTI 1.1 is the Basic Outcome service added in the latter. If you do not use the Basic Outcomes service then LTI 1.1 certification is not relevant to you.
